Board of Trustees2002 Board ElectionOverviewWith the Internet Society's new governance procedures now in effect, this is the first call from the ISOC Nominations Committee for Nominations and Petitions of Chapter candidates for election to the Internet Society Board of Trustees. Nominations for the "consideration of the Nominations Committee" should be sent to the Chairperson of the Nominations Committee, Christine Maxwell, at Nomcomm2002@isoc.org. Names submitted to "Petition for Board candidacy" should also be sent to the Chairperson of the Nominations Committee, Christine Maxwell, at Nomcomm2002@isoc.org. PLEASE INDICATE CLEARLY IF A NAME IS BEING SUBMITTED FOR THE CONSIDERATION OF THE NOMINATIONS COMMITTEE OR AS A PETITION CANDIDATE. The following text is extracted from the full governance procedures and can be found on the ISOC web site at http://www.isoc.org/isoc/general/trustees/select.shtml. In 2002, due to the recent adoption of this new governance structure, there are changes condensing the timetable for this year's election and these are noted in the text. A.Trustee SelectionISOC By-laws and Policies call for the Trustees on its Board of Trustees to be in part elected by Chapters. Trustee Positions to be filled In the steady state, there will be three Trustees elected by Chapters, 1 elected each year. In this transition year, Chapters have one Trustee seat to fill on the ISOC Board. This Board member will join the 9 returning Board members that were previously elected by Individual members. In order to help facilitate the nominations process, the Nominating Committee will be working closely with Chapter Presidents and the VP of Chapters. B. Candidate SelectionThere is no requirement that a candidate (by petition or nomination) be affiliated with a Chapter. There are two methods by which a candidate may stand for election: By Petition: A Chapter President may nominate not more than one candidate for any election (regardless of the number of Trustees to be elected). That person must agree to accept the nomination. There is no requirement that the candidate be associated with the Chapter nominating him/her. In 2002, the period during which Petitions are accepted will be 45 days from date of the Election announcement. The chair of the Nominations Committee will oversee the operations of the Petition process. By Nominations Committee: The Nominations Committee will proactively identify good candidates for the slate. It is the intent that in most elections, there will be sufficient candidates identified through the petition process to minimize or eliminate the need for candidates to be put forward by the Nominations Committee. Optimally, there shall be at least two candidates for each vacancy. The Nominations Committee will nominate additional people if they do not feel there are sufficient successful petitions being received, or if they feel that the mix of qualification of petition candidates does not best meet ISOC's needs. The period during which nominations are accepted shall be no less than 30 days from date of Election announcement. The Nominations Committee will formally announce the "initial slate" of nominated candidates plus any successful petitions no less than 15 days prior to the end of the petition period. In 2002, petitions will continue to be accepted during the successive 7 days. The Nominations Committee will announce the complete slate (nominated plus successful petitions) no less than 37 days prior to the election day. C. Selection Guidelines Below is information on the general guidelines which the Nominating Committee is asking all potential candidates to take note of. There are some General Board criteria set out by the ISOC Nominations Committee which is applicable to Chapters. In addition, there are some other criteria that the NomComm recommend be taken into account by prospective Chapter candidates. Both of these are listed below. Candidates for an ISOC Trustee should have a demonstrable involvement in the Internet. Such involvement may range from participation as a technology developer, researcher, user, network operator, policy maker (e.g. in government), sponsor of research and development. ISOC is interested in broadly-based representation on the Board of Trustees and seeks to identify candidates from industry, education and nonprofit sectors and from government. The selection criteria will be directed to selecting a broad range of interests, and will include criteria of regional location, current activities, relevant experience and professional background.< ADDITIONAL NOTE FROM THIS YEAR'S NOMINATING COMMITTEE In line with the Board's directive this year regarding the important need for the Nominations Committee to attract names that will affect ISOC's global visibility and credibility and in this particular instance someone who will help our Chapter program evolve into a strong, dynamic resource for the Society as well as be a force in the Internet 'world' (the former being necessary for the latter); the Nominating Committee has come up with a list of additional general criteria to be used as guidelines. It is important that as you go about the selection process, you bear in mind that a candidate should exhibit strength in at least some of the general criteria as well as whatever special criteria chapters may decide to adopt themselves. Special Chapter Candidate CriteraiThese criteria would be seen as pluses in the Chapter candidate selection and would help ensure a certain measure of support from other chapters.
D. Eligibility to Participate in ElectionAny Recognized Chapter as of the election eligibility cutoff date may participate in the election process. All actions on the part of a Chapter will be exercised by the President of the Chapter (or whatever title is used to designate the Chapter spokesperson), or his/her explicit alternate. For the purposes of this document, that person shall be referred to as the Chapter President. If an alternate is identified, either the Chapter spokesperson or the Alternate may act and it is presumed that they will coordinate between themselves as required. If the two representatives take the same action, it is deemed to be a single action. If the two representatives take differing actions, the first action will be acted on. E.
