Short BIOGRAPHY

Nationality: Peruvian
Languages: English (fluent), French (fluent), Italian (good). Spanish (mother tongue)
Education: Bachelor Degree in Science Mechanical and Electrical Engineering from National University of Engineering (Peru). Master Degree in "Integrated Telecommunications Systems" from Warwick University (UK).

Professional experience:

  • 1997-Today Director of Internet Industry Affairs and New Business Incubation, Société Internationale de Télécommunications Aéronautique (SITA), Geneva, Switzerland. Responsible for Strategic plan of new IP-based applications, domain name, IP addressing and policy issues.
  • Dec 2002: 6AIR Project (IPv6-Internet Next generation protocol) and the impact in the air-transport community. To be submitted to the European Union (1Q2003) under SITA's leadership and supported by major industry leaders. Other projects: SITA's IPv6 position, SITA's policy, Next generation universal Ticketing system project
  • Nov 2000 - ".aero" Top Level Domain (TLD), one of the 7 new TLDs selected by ICANN to compete with ".com". Set-up the proposal, lobbying with air-transportation partners and media, presentations and lead negotiations with ICANN and partners
  • 1998 Internet Technology Expert - UNDP, Honduras. Planned the government national network
  • 1997 Internet Technology Expert - Department of Telecommunications (DoT) of India. Developed the "Strategic plan for Internet national services".
  • 1997-1995 Internet Technology Expert, International Telecommunications Union (ITU) - Geneva, Switzerland. Assist the National Telecom companies of Zimbabwe, Sierra Leone, Ethiopia and Nigeria on the deployment of Internet national services (backbone) and regulatory policies.

Internet Society Geneva Chapter

I am a professional, with extensive work experience in international government areas and business sectors. Locations of in depth work have included developed countries such as Switzerland and the UK, and developing countries, in particular India, Ethiopia, Zimbabwe, Nigeria, Sierra Leone, Honduras and Peru. I have been working in computer networking for the last 20 years and have been invited to speak frequently at international meetings on the subject of Internet Development.

At present, I work at SITA as Director of Internet Affairs and New Business Incubation. SITA provides managed corporate applications and telecommunications services to the air-transport and government organisations. SITA is part of a group of airlines that since 1949 has operated the world's largest data communications network, currently serving customers in some 225 countries and territories.

i) Founding member of Internet-related organizations: In 1996, the Internet Council of Registrars (CORE), was created as result of a plan initiated by ISOC and the Internet Assigned Numbers Authority (IANA), to add competition to the Internet Domain Name System. In 2002, the IPv6 Swiss Task Force was set up, it seeks to promote IPv6 deployment in Switzerland. Currently, a member of both Executive committees

ii) ISOC activities: I have been a Trustee and member of the Executive Committee since 2000. ISOC member since 1994. I have worked intensively over the last twelve years in social, economic and cultural Internet aspects through my involvement in the ISOC Geneva Chapter where I am currently a member of the Board since 1997. I also have chaired, the "Developing Countries Special Interest Group (DevSIG)" of the Geneva Chapter since 1997 which has sponsored projects such as: "Uganda Connect" (Internet based educational system in Uganda) and the "World YWCA Connectivity" (assist connection of over 50 YWCA offices worldwide).

iii) Support the INET Conferences: Member of the Conference Program Committee for INET2000 (Yokohama), INET'99 (Kuala Lumpur) and INET'98 (Geneva). I co-chaired the organization of the Developing Countries Networking Symposium during INET99 and INET98.

My main interest in running for election to the ISOC Board of Trustees is to have the opportunity to promote the following issues:

a) "Internet for Everyone". I am committed to this ISOC initiative because for the Internet to become an essential tool for sustainable development, it needs to solve critical problems such as generation of wealth and expansion of economic opportunities broadly among the global population
b) Societal issues. Focus efforts on bringing Internet access to every country through the Net. I am committed to supporting initiatives enabling Internet growth into a community that reaches out to all levels of society. Support issues that concern education, deregulation and infrastructure upgrades to narrow the digital gap and bring us all closer
c) Community initiatives. Foster the continuing growth of the Internet and strengthen the global community that the Internet has created. I am committed to supporting community efforts and related activities in disadvantaged countries . I will work towards gaining interest from the private sector to help developing the Internet in these areas
d) A more multilingual and multicultural Net. Main challenges today for the Internet (and therefore ISOC) are social and economic, and that progress depends on effective programs of education. I am committed to working on initiatives to foster local content on the Net in the developing world and in local languages
e) Women's issues. According to the World Bank, measures which benefit women bring in the biggest social profit. Equal participation by women and men, helps to improve the quality and speed of development. I am committed to working on initiatives to better reach women, in particular in developing areas and identifying the groups that should include gender issues
f) Policy issues. Some governments are regulating the Internet more heavily than others. I am committed, to helping ISOC on advising governments and international bodies to understand the implications of such regulation and to continue providing advice about how governments and individuals can help the Internet continue to grow
g) ISOC Chapters and Special Interest Groups: I am committed, to promoting the creation of new ISOC chapters and special interest groups to bring the "Internet to everyone" motto to all countries and regions and support membership growth.

My ability to deliver on these statements lies in my:
a) Three-year experience as an ISOC Trustee and member of the Executive committee since 2000 and several years serving an ISOC local Geneva chapter as well as INETs
b) Particularly strong multicultural and international background from developed and developing countries. Deep understanding of women's issues in both developed and developing countries
c) Desire to undertake very practical steps to ensure that all countries participate in the process of defining policy and addressing issues in order to better face and be able to embrace the digital age
d) Experience representing ISOC in initiatives such as World Summit of the Information Society to be held in December 2003.

Other interests: Travelling, playing tennis, cycling, swimming and reading.

I will devote work and time as an ISOC Trustee. I believe, my background gives me strong sensibility to the importance of openness and understanding the very different traditions, cultures and languages that make up our networked world today. ISOC members and chapter, I hope you will allow me to devote my extensive Internet experience to serve the Internet community as ISOC Trustee, as I did during the period of 2000-2003. I believe it is very important to help to bring a minority's point of view to the attention of the Board of Trustees.

I have worked in bringing the Internet into several African, Latin America and Asian countries. Heavily involved in the Internet governance process since 1996. I have been working since 1997, on Internet strategic plans (next generation Internet "IPv6" and new sponsored top-level domain "aero") for the air-transportation industry.

Member of ISOC since 1994. I have co-chaired the Developing Countries Networking Symposium organization at INET98 and INET99 (annual ISOC event).

I have worked intensively on Internet social, economic and cultural aspects through my involvement as a member in the ISOC Geneva Chapter Board of Directors since 1996 and the Developing Countries Special Interest Group (DevSIG) which I have chaired since 1997. DevSIG deals with how to best bring the Internet to everyone.

My interests in running for election to the Board of Trustees is to have the opportunity to support the following:

  • Open Internet access in every country
  • A more multilingual and multicultural Net
  • Expansion of global Internet communities
  • Expansion of ISOC membership and chapters
  • Encourage governments to define more open Internet regulatory and IP addressing policies
  • Ensure that the end user's perspective is heard in governance forums (ICANN and others)

My ability to deliver on these statements lies in:

  • My experience as ISOC Trustee and Excom member (Executive Committee) since 2000
  • Strong Internet international experience
  • Strong sensibility to the understanding of different traditions, cultures and languages
  • Desire to undertake actions to ensure that all countries better embrace the digital age
  • Several years serving the ISOC and INETs

I advocate the need to narrow the gap between rich and poor areas of the globe, thus I hope to bring a minority's point of view to the attention of the ISOC Board of Trustees.

I believe that I have a suitable background for making a major contribution to the Internet as an ISOC trustee.
